Recipient Character of Item: Vesur Kesten (Level 7 Wizard)

Background Story of how such an item was/could be formed by Vesur:

It was empty, the house, his prison and sanctuary. No knowledge can be found here, except a book of Elven Poetry and the lore kept in Vesur's Spellbook.
However as a student of Dugmaren Brightmantle's Teaching's, Vesur was undergoing a great experiment. The Ultimate expression of his mastery over these teaching's and magic. The development of a new spell, the improvement of what is known. Looking at his scribblings in the Dwarven runes waiting to be implemented in a slight change of gesture and a subtle difference in tone and words. Vesur smiles, proud and his familiar, Ethit the Faerie Dragon appears; knowing how it can get away with anything when Master is happy.

"Master, you are happy" trilled Ethit, "Yet I don't know why, Master, please tell Ethit why!"
With an abstracted air, Vesur fondly tells his beloved, "This Ethit, is an experiment, one you inspired"
He contines, "With this I am increasing knowledge, and you know what that means my precious buttefly, don't you?"
Ethit smiles, pleased with its Master's favour, "Master, that is Good!"

Vesur smiles, pleased with the Faerie Dragon's indoctrinated take on how Knowledge is good and Ignorance a bane to be cured and Knowledge's destruction the ultimate expression of Evil.
"Now, dear Ethit, make yourself unseen" commanded Vesur.
Ethit looks quizically at Vesur and then turns invisible, as this happens Vesur checks the writings and smiles.
Ethit waits for Master's next command, however becomes confused when after an incantation, Vesur looks directly at Ethit.
"Master, I thought you wanted me unseen?", queried the somewhat concerned Ethit.
"Yes, I did, however, you fade in and out, as though this spell does not pierce all the effects of your spell..."
Vesur continued, "Now I am ready. Ethit, watch and see this new spell, the one you helped me with!"
Vesur proceeded to cast a spell known to nearly all wizards and recognisable to all but the least studious wizards when being cast.
Most wizards would find the additions in gesture and the extra syllables concerning, especially with the subtle change in tone, however Vesur continued, knowing the outcome should be what he wanted.

Vesur turned invisble to all, bar himself, his earlier spell proving to him that the slight ghostly appearance of what should be his solid flesh was the additional effects he desired
to be added to this spell.
Vesur exclaims, "Eureka!"

In his excitement Vesur practically runs around the room, however quickly calms down as he rushes to his desk, to scribe down this spell in the abstracted form of writing that all scrolls are written in. Pleased, Vesur expends gold he has for the golden symbols he has written and sits in his seat, with the scroll on the desk. His opens his spellbook, ready to add this newly found spell to his collection.

This is a step forward for Vesur and a giant leap for the Great Work he has started.

Item Application for Vesur Kesten Empty Request for Post Update

Please may I have an update on the application's progress.

I would find it amusing if the civil service phrase "under consideration" is used...

As a wizard you can already scribe the spell into a scroll if you know it, since you automatically have that feat. The difficulty would be finding a blank scroll, I should think... unless it's been added in recently.
