Title for Arkteph

I would like to ask for the Title of Lord for Willam Arkteph. He was a nobleman before the fall, and has been seeking a reutrn of title to himself.

I would also like to attempt to create some sort of faction (or join one) As he is more a soldier these days. He has reached level 8 for prereqs.

That was rude.

It quite clearly states in the journal, in the entry where the titles are kept, that the system is under revision. Ergo, not functioning.

Furthermore, I keep getting ASKED in game if people can have titles applied. I keep having to repeat myself over & over. This is the point of the note in the journal. Forgive me if I'm somewhat irritable because people are too lazy/stubborn/ignorant to pay attention to either myself or the journal.
